                Tim was one of the founding partners of Burke & Casserly which closed its doors at the end of 2025 as part of a planned dissolution.  Tim has spent his 37 plus years building his practice focused on elder law, estate planning, asset protection, and long-term care planning and has served thousands of clients in the Capital Region during that time.  Tim has also served as a board member of the Alzheimer’s Association of Northeast New York and has been named a New York Super Lawyer for multiple consecutive years and has earned a Martindale-Hubbell® AV Preeminent® rating. Tim is a frequent lecturer and published author on estate and financial planning topics and has long been active in professional and community organizations throughout the region.

Similarly, Michelle, who goes by Shelly, also concentrates her practice in elder law, estate planning, and trust administration. She brings a strong academic background and a deep commitment to education and advocacy, particularly for individuals and families affected by Alzheimer’s disease. Shelley is an active member of the New York State Bar Association’s Elder Law Section and regularly volunteers her time presenting educational programs to caregivers and families.

As part of the planned dissolution of Burke & Casserly, P.C., Tim and Shelly made the intentional decision to continue serving their clients as part of Herzog, a move driven by shared values, a client-first philosophy, and a commitment to thoughtful, long-term planning.  Throughout this transition and beyond, Tim and Shelly remain committed to providing the same level of personal attention clients have come to expect, with the added benefit of Herzog's experienced team and resources.
