Finance & Accounting Specialist

About the Role:
JEM, Inc./Central Office Section 8 Housing Assistance Payments Program is seeking an experienced Accounting & Finance Manager to oversee financial operations for the Housing Choice Voucher (HCV) Program. This role works closely with the Finance Director, Housing and Urban Development (HUD), Public Housing Agencies (PHAs), landlords, and internal teams to ensure compliance and accuracy in all financial processes.

Key Responsibilities:

  • Manage general ledgers, prepare fiscal analyses and financial reports for multiple (28+) programs
  • Perform monthly bank reconciliations for Section 8 and escrow accounts
  • Support preparation of financial data for HUD and independent industry audits
  • Oversee preparation and submission of financial statements to regulatory agencies
  • Monitor grant funding and complete HUD drawdown procedures for grant expenditure reimbursement
  • Prepare cash flow projections for subsidy payments
  • Monitor fraud recovery payments and agreements
  • Submit data and revisions to HUD Voucher Management System (VMS)
  • Receive and record portability payments for movement into and out of our jurisdictions
  • Support state and federal HCV departments with monthly processing to ensure accuracy of payment data
  • Client communication, document preparation and support

Qualifications:

  • 5+ years of progressive experience in finance/accounting (public or social services agency preferred), including audit compliance, journal entries, balance sheets and income statements, accruals, reconciliations and receivables
  • Bachelor’s degree in Accounting, Finance, or related field preferred (or high school diploma with extensive experience)
  • Strong knowledge of government accounting and financial administration
  • Proficiency in Excel and accounting software such as QuickBooks
  • Ability to interpret complex regulatory material
  • Experience with housing authorities or HUD regulations a plus
  • Some local travel required (client and bank visits)
