Building Community in Ballston Spa

New affordable housing in Ballston Spa will help meet a current need as Saratoga County continues to grow rapidly

In late November 2021, RISE Healthy Housing and Support Services, along with local partners, broke ground on its latest project to continue its mission of ensuring everyone has access to healthy and affordable housing.

The Dominic Hollow Apartments located in Ballston Spa will help meet a current need – affordable housing in a rapidly growing Saratoga County.

“The Dominic Hollow Apartments will have 60 units in total,” said Lindsey Connors, RISE Associate Executive Director. “We’ll be able to support a variety of different populations with this project, creating a truly integrated housing development.”

Since 1978, RISE has been serving people in Saratoga and the surrounding counties by providing safe, healthy housing and support services to people with mental health concerns, substance abuse, and other life challenges. In 2020 alone, RISE served nearly 300 individuals through its various healthy housing programs.

Thirty of the Dominic Hollow Apartment units will be designated as affordable housing available to individuals and families in the general community who earn at or below 60 percent of the area median income. The additional 30 units are designated for residents who receive on-site services from RISE and will serve as either permanent or transitional housing.

RISE Executive Director, Sybil Newell, reflects on the importance of the Dominic Hollow project, “The COVID-19 pandemic has been particularly hard on people living with mental health and substance use disorders, and there are even more people now who are in need of extra help and support than there were before. Dominic Hollow will include 18 supportive housing units in addition to the 30 affordable apartments. The supportive housing apartments will provide a lovely, safe place to live, in addition to providing services designed to help the residents stay healthy and independent. Supportive housing is a very effective way to help people get back on their feet and stay there, so we’re very excited to be including it in our project. “

With construction underway, the apartments will officially be ready for residents in Spring 2023. Located just outside of downtown Ballston Spa, the apartments will be in an ideal location set back from the main road. Residents will have easy access by foot to businesses offering opportunities for employment, and the location is also located on a currently running bus line.

“The location of the apartments will have a huge impact on our residents’ ability to get to work and access services and recreational opportunities,” said Connors.

As the primary agency in the county supporting the housing needs of individuals with mental health and substance use concerns, and other life challenges, RISE and its team will continue to find opportunities to provide additional affordable housing in the area.

“Dominic Hollow is step one in our mission to expand affordable housing, but we have plans to continue growing and meeting this need,” said Connors. “For now, we look forward to successfully filling all the units. Everyone deserves a roof over their head.”
